We agree that extending the successes of Armagh Civil Hearing Centre pilot as set out in the Consultation Paper will mitigate the challenges in dealing with civil business identified by the Gillen Review and recognise the importance of the advantages of creating a number of Hearing Centres set out at part 17, particularly the advantage of a system under which “a small pool of dedicated civil Judicial resources can be deployed, and potentially move between all Hearing Centres, allowing for more than one judge to be available in most instances, and provide greater consistency in outcomes.” We would agree that it is important that Judicial resources can move between all Hearing Centres.
